In particular, all the baby CSAs will be responsible for rootling around their departments to find both : a) "evidence" of global warming b) new boondoggles on which to spend public funds in order to avert global warming And I'll bet that they will all report to him, rather than their departmental chain of command. Oh, that’s easy: he needs morte official sounding people to produce global warming alarmism.
