Thank you for posting this. It is indeed a detailed response. I note however that one of the solutions involves spreading the routes so that more people will be flown over. I think that is exactly what has already happened in recent years, no doubt to solve another problem they encountered. What they fail to state is the obvious point. There are more flights with more people flying, and this results in greater impact on communities.
With the planned expansion of the airport and another rise in the number of flights, I suspect you will be having to write/contribute to yet another consultation ere long along with very frustrated residents.
