Government consults on whether to use vaccine/test certificates in relaxing CV 19 controls

I reproduce below the government’s words on its consultation. Knowing there are strong views here I recommend you reply to the government directly.

“Consultation description

The government is reviewing whether COVID-status certification could play a role in reopening our economy, reducing restrictions on social contact and improving safety.

COVID-status certification refers to the use of testing or vaccination data to confirm in different settings that individuals have a lower risk of getting sick with or transmitting COVID-19 to others. Such certification would be available both to vaccinated people and to unvaccinated people who have been tested.

The government will assess to what extent certification would be effective in reducing risk, and its potential uses in enabling access to settings or relaxing COVID-secure mitigations.

The government is looking to consider the ethical, equalities, privacy, legal and operational aspects of a potential certification scheme, and what limits, if any, should be placed on organisations using certification.

We are issuing this call for evidence to inform this review into COVID-status certification, to ensure that the recommendations reflect a broad range of interests and concerns. We welcome views from all respondents.

    Calls for review and evidence, from who, when the government have had all the technical advice on covid and vaccinations since Christmas. By the time retaurants and theatres open you should have a clear idea of whether the vaccine prevents infection and transmission. You probably know now, so make an executive decision. No interest groups, the uninformed, armchair virologists, or the No10 pet dog, act.

    For international travel the EU are planning a green card comprising vaccination history, test history, immunity through infection and or reasons why not. Get on board with this so that the airlines can get back flying and thousands can escape to the sunshine. Plan so that it can be available on the internet in paper or electronic form. If it is accessable using a passport number and an NHS patient number there should be no problem.

    We all know that government consultation exercises are a sham. They ask irrelevant questions and do whatever they were planning in the first place.
    In the case of vaccine passports, these vaccines don’t prevent people from becoming infected or being infectious. The passport is a tool to coerce the whole population into accepting the jabs even though ninety percent of people are at very low risk of dying or serious symptoms. The treatment of the disease is also being deliberately delayed for this reason.

    A Vaccine Certificate
    It’s a no brainer for anyone who wants to go abroad, as other Countries will simply demand such a certificate to gain entry, as indeed should we for visitors from abroad.

    So who would supply it, at what cost, and timescale.

    The big question is :

    How long would the alternative simple negative test certificate be valid for, 2-3 days. ?

      What is your source for that “because they appear to vote for your party”, unsurprisingly. MiC? From what I’ve read it is other groups that are anti-vax and the biggest anti-vaxxers in the press are Piers Corbyn and David Ike. The advise from people like Will Hanmer-Lloyd a behavioural strategist is “Do not demonise. To optimise the vaccine rollout, all of us must show respect to those who are unsure about inoculations”. Quite the opposite to what you seem to do.

    The problem there is VdL will block the UK getting vaccines until the UK’s bosses in the EU have caught up with their own programs. She is still in charge of the UK, they still haven’t ratified any future Trade Detail. The EU is still trying to split NI from the UK, how else can you interpret their actions. The EU still gets to steal fish inside UK territorial waters while blocking the UK exporting what they catch. As always the EU way is to keep wearing people down and to the roll over.
    What happened to nothing is decided until everything is decided.
    No Covid certificates should be issued if travelling to the EU, No Holiday bookings to the EU should be permitted. While the EU citizens are welcoming and friendly, their un-elected, unaccountable rulers a don’t want the UK citizen to set foot there.
    Everyday that passes we get more proof that going the WTO route would have been infinitely preferable.

    Didn’t many government voices claim that this further move on our freedom was not even being considered?
    Why do they always lie through their teeth? It is a most unattractive trait.
    But then we know to always expect the total opposite to whatever weasel rubbish is spouted.
    Are they considering anal swabs?
    I believe they said not!
    Though how will they resist heaping that further humiliation and degradation on us?

      I answered the bizarre whatever they call it email/response thing. Politely!
      However, how will they get around all the special groups who can not be discriminated against?
      How can some unvaccinated, untested people be turned away from an establishment without cries of multiphobia?
      What about the Council of Europe? It clearly stated, I believe, that such a passport could not be a thing.

    Whatever certification we decide on will have to meet world standards for acceptance, that’s if our people intend to travel abroad, therefore it will ha e to have the stamp of WHO approval

      Indeed. The WHO and IATA should have worked together to solve this problem. IATA’s Travel Pass is a step in the right direction but seems to fall short of what’s needed.

    Will a full in-depth analysis of the responses be published? It should be because this is an important issue.

    I’d hate to think that the government is seen to be prevaricating on this subject when in fact they’ve already made up their mind, and simply want to seek a reason to impose ‘COVID-Status Certification’.

    OK, I’ve done what you suggested, though it is probable that the Government have already decided what they want to do and this exercise is just a fig leaf. All the more reason why the Coronavirus Act must NOT be extended. Meanwhile I think I’ve just heard Hancock say that he has delayed vaccination of his own cohort in order to try to pester the over-50s who have declined into taking his jab. As I have said before the vaccine cheerleaders should have been the first to receive their vaccine.

    A quick comparison to vaccination progress around Europe? I have a 48 year old son living in S.London called for his jab tomorrow, his 49 year old wife called for Friday.
    Perhaps readers on this site would comment as to colleagues, relatives etc and their status re-vaccination?
    As an aside I think all the ‘young people’ who voted Remain should be refused the jab until they say out loud in the centre ‘Thank you Nigel Farage’ for without him we would all be waiting.
    My German neighbour 80 got her jab in December, 2nd one ages ago, her sister 79 and vulnerable living in Barcelona has ‘ no chance’ of a vaccination.
    So spiteful Ursula wants to stop export to UK of the vaccine they pretend kills people. You couldn’t make it up, they would rather the doses sat on the shelf to be later destroyed than honour the international contracts.
    Well Andy are you going to refuse the Oxford vaccine in solidarity with the EU ruling monsters?

    When I worked in East Africa, it was necessary to have a Yellow Fever vaccination certificate to gain admittance. This was a separate piece of paper bound into my passport with an elastic band – simple technology, repeatable for any type of vaccination. So why not let GPs and Clinics issue such certificates?

      Far too simple and logical a solution to be adopted. When Sir Humphry has run it through the system, it will be ten times more complex and expensive or none existent. Dominic Cummings on the subject of SH was most enlightening yesterday. The UK overseas traveller will be left to pick up the pieces.

    Definitely a good idea that should be backed by a UN mandate for all its member states. We have a global population of 7,700 million, that can travel easily from a home location to any other location on the planet, simply with some currency, a passport and a visa.

    Imagine a situation where a work crew was contracted to recover equipment from and shut down a disused mine, that had meanwhile been populated by a few tens of thousands of Bats. Forty percent of that work crew died from some unexplained illness within weeks. Some Bats in that mine, disturbed by the activity of the work crew, decided to move to another location. That other location unfortunately for the Bats, was an area keen on catching Bats and selling them in “wet” (perishable goods) markets. The rest is history.

    The real benefit of these, let’s call them, travel enabling health visas, is they could be used to lock-down Covid denialists and Covid vaccine refuseniks; and stop them spreading this and all other highly contagious pathogenic viral infections, that get labelled by WHO as pandemic, now and in the future.

      Yep, no theory, just conspiracy. The very fact of a consultation proves the point. Whether viewed as suppression of a minority or coercion it is more confirmation of the Johnson&Gove dictarorship. The last thing either of them supports is freedom. What frightens me more is the number of people who make invalid comparisons to other vaccines such as yellow fever, MMR etc., further confirmation to the authoritarians how the dumb populace have swallowed the story. We are not getting out of this, Govt now grants to the people, the people no longer grant to the Govt. Terrifying and tragic, the country is lost.

      And within the Govt’s lying framework it would just be dumb – the most likely people to be unidentified carriers or to be infected with immune escaped strains, would be those who had been vaccinated.

      If there were no conspiracy there would be no consultation, a decent Govt would be banning such behaviour from companies and fighting it from other countries.

    So presumably this questionnaire has gone out to the experts? The same biased self-interested experts with their dodgy data who are making a fortune out of this pandemic.

    Even though I’ve had the vaccine I will not be joining a scheme. Any venue demanding this won’t get my custom. I believe in the freedom to refuse the vaccine and not be discriminated against. We are constantly having our freedoms curtailed and this authoritarian Government has to go.

    Everyone I know has had enough of lockdowns we just want to return to normal. Introducing a scheme isn’t normal and another waste of tax-payers money.

I am very glad my parents were not insane and had us vaccinated against all sorts – mumps, measles, polio, whooping cough, diptheria, smallpox and a load more.

        Most of us have a mobile phone, it is not beyond the whit of man to give a digital vaccine certificate with your NH number on it and photo of you at your second jab aligned with a Q code that can be checked online at airlines, ports etc. When I went for my jab its all computerised, scan in bar code, answer questions, registration online, just press enter after jab 2 and it could be sent to my phone or e-mail for printing. What is the point of making extra work for GPs they can’t cope with what they have going on anyway and want to retain online appointments.

          If we must have it to travel abroad (we should not need it in the UK if the vaccine works)….

          Make it like the driving licence bits that are required to hire a car.

          Go to website – enter details print off certificate that is internationally recognised and can be accessed by foreign customs agencies to prevent fraud.

    We will require an EU Vaccine Certificate for travel to the EU no matter what the UK Gov does. I’m happy to pay for a EU type of Identity Card that is the Certificate with of course the EU flag on it.
    Once this is sorted it does not matter what the UK Gov does because this allows me to freely travel to Europe.
    I note that all tour operators will require similar and if reports are correct pubs cinemas and all transport will require the same.
    My guess is any one who wants to travel around the UK will also need to prove vaccination by way of a certificate eg visit Scotland or stay in any hotel.

      Amazing! The EU want to stop exporting International orders 3 months before their own were placed. Then when the planning goes tits-up they decide Oxford vaccine must be dodgy – quickly rebuked by everybody. Could you linguists tell me what ‘Humble pie’ is in French/German and lots of other languages? I don’t see any apologies. Many of the deluded 27 now realise they need UK tourists, so in Catch-22 they say we should present a Certificate of vaccination. Great – would somebody point out we cannot get one without the vaccines they are trying to stop?

      Yes, I agree. There is far more to this. We are heading blindly into a similar system that the Chinese run whereby people are given credits for good behaviour and cannot socially function unless they have enough credits.

    I still think the best strategy is to go for zero virus – now is the best time by far in the last 9 months. With new cases at ~ 5000 and ÂŁ35 billion thrown at it, Test and Trace has a good chance of getting new infections down into the hundreds. At that point, with the borders under control, zero virus is a realistic prospect.

    I just hope that the little card given to me when I got my first injection will be properly updated when I get the second one in two months time, and that it will be proof enough to be validated to get (in due time) a EU ‘digital green certificate’ likely to be much more internationally accepted than the British piece of cardboard.
    After all there is already so much information collected by various credit and other state agencies (HMRC, NHS) that I do not think it will make an iota of difference in terms of ‘freedom/liberty’ or whatever some people here get hot under the collar about.

    The key point is that this effort is being made too late! Considerations such as these should have been wrapped up before vaccinations even started. My second jab is on 5 June. On that day I expect that proof of vaccination is made available to me and to any other country wanting to admit me as a visitor. I have very little confidence that that will be the case.

      You should have had proof of your first vaccine on a small business size type card given to you at the time, to which the second jab record will also be attached, that is if you do not forget to take it with you, as thousands will !
      Unfortunately you will probably find this is probably not sufficient proof for overseas travel, but may well be enough to get a proper certificate at a later stage.

    Call it what you like, this measure would be about the introduction of electronic ID cards. In effect, the “chip” is in our veins, and the “pin” would be the certificate, creating an environment where those who can’t/won’t have the vaccination, can/will be ostracised. Why, without any evidence of my guilt, should I have to prove to some little oik at a door, that I’m innocent of carrying an ever-changing/weakening virus, I was categorically told would be conquered by being inoculated?

    I can get my head around applying for a certificate IF demanded for entry to another country, as I can reason that it’s their legislation, but for everyday life in this country? No, no, no.

    This is the thin edge of a very large wedge. The government has access to your medical records if you have an NHS number. All it then requires is for them to declare anyone with a specific medical condition (which they can access from your NHS records) and require by law, or by statutory instrument, or by declaration from the medical establishment that you are not fit to be permitted to leave your place of residence. Alternatively you may be required to relocate to a contemporary equivalent of a leper colony. All of this will be justified by a mixture of the precautionary principle and the need to protect public health. There has already been a dry run of such a system. I received a letter from the NHS advising me I was at a very high risk from the Corona virus and should self isolate. On checking I could not discover any link I had to the medical conditions listed by the NHS, my doctor knew nothing of it, and the Bucks branch of Public Health England said they could not remove me from this list! The government is setting up for itself a very convenient Catch 22 system to control everyone with no means of escape.

    We should not need internal vaccine passports if the data is good. Yet we are being run by Dates no Data, it seems.

    Infections mean far less if deaths and hospitalisations are lower.

    I am so annoyed with leaked letters from NHS England to the media, just disgusting and I hope someone in government has the bottle to deal with this blatant politicking.

    “Thirty minutes before the health secretary appeared in front of the cameras, a bombshell letter from NHS England was leaked to journalists saying there would be a “significant reduction” in vaccine supply and health chiefs had been ordered to stop booking first-dose appointments for anyone under 50 for all of April.”

    Matt Hancock doesn’t have the bottle he is weak and this leak to show him up yesterday is pathetic. The NHS letter writers are playing around with people’s feelings, worries and concerns, they will be affecting people’s mental health. It makes me wish I didn’t have to rely on the NHS at all. I don’t owe them any grovelling thanks we pay a good rate of tax every year and yet you can no longer just simply make an appointment to see your family gp, services have been removed left, right and centre and personal problems are just on hold whilst they’re now talking about never going back to face to face visits!

    Perhaps people should be reminded of exactly what Professor Witty said on 11 May 2020 regarding the virus. His briefing is still to be found on Youtube. This puts into perspective whether we need any measures at all, except voluntary ones, in combating a ”risk” that should be a personal assessment. These words of his are still true – the rhetoric and manipulation has evolved.

    Good after noon Sir John ad all .
    If you go down the road of issuing passports to prove a C 19 vaccination has taken place , my view is you are treading on very thin ice .
    Firstly you would have to vaccinate everybody including children , as not to be ageist . 70 million twice .
    Also it would be seen as a breech of human rights to exclude people from living a normal life who for what ever reason decided not to be vaccinated ie their faith etc .
    A person should not feel pressured into something they don’t believe in ,or do not want just to conform to the Governments request . The Cruise companies are now in beech of such rights by excluding the young from a voyage/holiday as they have not been vaccinated ..
    I feel the Government has done more than enough already .. Damage, that is .

    John, I would like a barcode on my forehead or right hand in Luciferase, {a substance that glows under UV light}. I would also like this linked to a Chinese-style social credit system where I can be awarded cryptocurrency if my body activity data conforms to govt demands.
