Off topic, this letter in the Belfast News Letter:
“The Carltona doctrine (or Carltona principle) expresses the idea that, in United Kingdom law, the acts of government departmental officials are synonymous with the actions of the minister in charge of that department. The point was established in Carltona Ltd v Commissioners of Works.”
Which was called into question by a 2020 Supreme Court judgment but is being reaffirmed by Act of Parliament – a constitutional step which is relevant to any other undesirable court judgments.

A very soft interview indeed. Vanessa Feltz talks of āirritationā about illegal migrants. That is a huge understatement.
Sir John Redwood then offers a defence of government actions so far. The usual caveats about legal challenges and civil service delays are mentioned.
He states nobody can doubt the government’s āintentā to address the issue. Many will doubt their āintentā, thinking the government are very happy to shift blame and just let things continue.
The only snag in this approach is the government no longer have any credibility and deadlines for promises and elections are not very far away.

@Denis+Cooper it took me a few reads to get my head around it. It does highlight the lack of responsibility and accountability others think they can hide under the table with a ānot me guvā attitude. If only we had MPās that would step up and do their jobs and defend the Country and Democracy. Of to one side on that, the House of Lords is a redundant part of Democracy and should be removed as it has no place in its current from.
Democracy is not perfect but it is better than the alternatives and on that basis we need MPās who fight for upholding. You have to question why they donāt.

What exactly is the real agenda behind mass immigration rather than the usual politically correct, evasive nonsense being bandied around (labour needs of industry or asylum) and who exactly is driving it?
I see zero value in not explaining in full detail the wider agenda of what we are seeing. If this isn’t discussed in a public forum and without censure then don’t bother at all.

The real objective is obvious. More people mean a bigger economy which means more tax revenue. The forlorn hope is that the young migrants donāt need schools or medical treatment or pensions (yet!) so the government hopes that the increased tax take might help them balance the books.
Itās going well. Debt is only 2.6 million, million pounds and is only going up at Ā£5k a second. So, no problem at all.
Weāre heading for a debt default.

The Archbishop of Canterbury, the Most Reverend Justin Welby – the head of a religion that counts less than 1% of the population attending it’s churches – was pontificating on immigration in the Lords yesterday. How many refugees, economic migrants or asylum seekers has the Archbishop taken in? There are apparently hundreds of empty churches that could house them, not to mention his palaces. Likewise the Right Reverend the Lord Bishop of Durham Paul Butler, who was spouting against deporting them to Rwanda yesterday. Talk about nimbyism and hypocrisy!

While the boats were pitching up, Pritti Patel’s main concern seemed to be that she was the only non-white face in high level meetings within the Home Office. She told how she would be setting up mentoring schemes to enable minority personnel to reach higher levels (continuation of Blair policies). She also mentioned something along the lines of them being more empathetic towards migrants. All Home Office staff would have training (re-education I call it) in the history of immigration into this Country. Well, that will follow the myths and untruths and twisting of truths and facts that is in schools/Universities the media and at high level.
We wonder why we have a problem!!!
The only person in a long time who genuinely seems to care and will not shy away from telling truths is Suella Braverman, but no one seems willing to back her up (see spat with Baker).
She has been upfront about the only sure fire way to tackle the illegal arrivals is leave the ECHR.
I’m not sure if Ministers ever speak to those at the sharp edge of Border Force staff, but having lived in the area you get to hear things. It seems the French take a very Gallic shrug approach to stopping the crossings, well it won’t be their problem once out of their waters will it.
Given what’s happening in France, a pressure cooker added to with EU open borders/mass migration scheme, I’m not sure if we will see more or less co-operation from them.
How refreshing to see an interview where the guest was allowed to speak without constant interruption from the interviewer.

The Rwanda option will be exposed as having minimal capacity (a few hundred) so even if ever set-up it will be no effective deterrent except for those migrants wishing to have an all expenses paid holiday there pending eventual admission to the U.K..

Has he also agreed for the UK to get less like he does for everything else, letās not forget he was side by side with Boris as Chancellor weāve got one flip flop choice -v- another flip flopper.
Sunakās current government is overturning progress behind the scenes. His government are pretending to stand firm against unions then quietly paying up large lump sums and big % increases. These productivity losses in application processes because the HO took away targets to show Priti Patel up is all going to plan. What is the point of all these incoming young men if theyāre not prepared to work once their clearance has come through, we then seem to pay them to attend college and university at our expense. Get real people, our kids are having to pay their own way in England, our families with two full time incomes get no help to accommodate their children when at university in England meanwhile all manner of people are getting grants and benefits to live here.
It shows you how cowed the British are when reports said in the QT audience not one person dare raise their hand on camera, in private people will say turn the boats away with guns if necessary, but on tv – no problem nothing to see here, we agree with everyone coming in letās encourage Farage to speak out, its just weak and pathetic and it is only when we become a minority in London and thus they take over more than our entertainment with their less tolerant views that people will finally wake up and say oh dear! Didnāt see that coming.

“Wind Industry Blackmails U.K. Demanding Huge Ramp-Up of Subsidies”
What’s the excuse for this then? I think you claimed that wind didn’t require subsidies and was going to be cheap.
Allister Heath today:- āThe Prime Minister said that there is no such thing as the Blob, before skipping PMQs to attend a service of prayers for the NHS on its 75th birthday; a leading industrialist accused the Government of driving business out of the UK; Transport for London banned an advert for a play because it featured cake; National Grid is urging factory owners to cut electricity use at peak times; and a bank blocked a gender-critical parents group from opening a new accountā
THE WORLD HAS INDEED GONE MAD.
Add to that absurd tax levels, vast government waste, open door immigration with zero quality controls, vast currency debasementā¦
So Starmer pledges to smash āclass ceilingā with education reforms and is going to teach um all to speak proper un all. Proper but by whose definition?
What is need is far fewer lawyers, social science, grievance studies graduates. PPE dopes and more roofers, plumbers, electricians, builders, mechanics, doctors and stem graduatesā¦ditch soft loans for worthless degrees please.

ALLISTER HEATH today.
a-tracy July 6, 2023
Oh Iām getting so tired of this āthirteen years of Tory failureā.
Everyone seemed very happy to have ultra low inflation and less than 2% mortgage rates for the first time in history for the past 13 years.
Everyone seemed to be partially happy, weāll never be fully satisfied, to get triple locked pension increases. The pension age rises were all ready in motion from Blair and the European rules on Equality legislation plus the fact itās a Ponzi scheme that we canāt afford. Itās alright saying they should have put national insurance payments up, they had to pay out pensioners after the war that hadnāt paid in, our war debts, helping the rest of the world before we helped ourselves.
The Tories also paid to increase school leaving age up to 18 how much did two extra years of compulsory schooling cost. They paid to enhance education right down to toddlers. They paid for universal credits and ever growing PiP benefits, mobility cars, just do the figures of what was paid out in 2000 compared to now, just this century, it didnāt slow down in 2010!
Iām sick and tired of seeing people with their handouts for more and more not forced to take on menial work if that is all they are capable of. I am sick of seeing litter and grass growing out of pavement joints when we are told we have thousands of hours of community work being done (where exactly?), it doesnāt take work away from Council workers because theyāre not doing it! Community punishment orders are so small too, 100 hours of basic labour is only worth Ā£1045 for people that have stolen Ā£50k and worse.
Sea_Warrior July 6, 2023
The big mistake made by the Conservatives, when they got the chance, was to not slash both taxes AND benefits. New Labour had made more than half of all adults some type of welfare-dependants. The Conservatives need to get that figure down to about 30%. Even Child Benefit should be tax allowance.
Idler July 6, 2023

“Which was called into question by a 2020 Supreme Court judgment but is being reaffirmed by Act of Parliament – a constitutional step which is relevant to any other undesirable court judgments.”
“So we now know the High Court and Lord Chief Justice support the Rwanda policy but two Appeal Court judges do not … The government should make what changes they need to the Rwanda scheme and introduce a short one clause bill next week and take it through all Commons stages making it the law in line with the original High Court judgement and ending further legal policy debates between judges.”

British Patriot July 6, 2023
A very disappointing interview from you Sir John, I’m afraid. You say you want the Home Office to accelerate the processing of asylum claims. But what’s the point of that? The government is just going to rubber stamp the applications. That won’t kick out the bogus applicants, will it? And even those applications that ARE carefully considered are WRONGLY approved. We have a 76% approval rate, much higher than other countries. It is clear that the MAIN problem is the excessive granting of applications. I have never seen any Tory MP, including yourself, complain about this. You all keep talking as if asylum applicants are often genuine, but they ARE NOT. They ALL come through a safe country (and usually many) which PROVES they are ALL BOGUS, ALL FRAUDULENT, ALL LIARS. They should ALL be rejected and DEPORTED.
So why are their applications granted? Because the governmenr NEVER asks for PROOF that the applicant is personally in danger in his home country. So these liars can say anything they want and it is believed. Or else the government says ‘we know this is a dangerous country, so we can’t send this applicant back there’ – but even in countries were there is poverty or war, many people live safely, so the asylum seeker should PROVE that they can’t do so. But they are never asked to do this, and never deported. THAT is the scandal, and simply accelerating the granting of asylum to a bogus, fraudulent, liar is not going to help.
And the other point that NO Tory MP ever says is that Britain is GROSSLY OVERCROWDED. For France to have the same population density as the UK they would need to accept 80 MILLION refugees! Think about that. THAT is how horrifically overcrowded we are. This is intolerable. And yet you and your colleagues still think it’s OK for us to allow more people to come here!!! Can’t you see that this is insane. We should say that Britain is FULL and we can’t accept even ONE asylum seeker. NOT ONE. But you never do.
Reply You misquote me. I want bogus claims turned down and have queried the numbers accepted as well as delays. The UK accepted so many more Albanians than other comparable countries for example.
Denis+Cooper July 6, 2023
Tidying files threw up a reminder of this, from Thursday November 13 2003:
“David Blunkett has said there is “no obvious limit” to the number of immigrants who could settle in Britain last night, but added that there needs to be a “balance” between “different forms of entry, migration and residency”.
The home secretary’s comments came in a television interview following a speech in which he celebrated the contribution immigrants make to the British economy.
Without legal migration “growth would stall, economic flexibility and productivity would reduce”, Mr Blunkett told Newsnight.
He accepted however that in some parts of the country, local people felt swamped or overwhelmed by new arrivals. But he declined to say how many people he thought Britain could comfortably hold, insisting that it had always been “a crowded, vigorous island”.
Asked if there was a maximum population Britain could house, he replied: “I don’t think there is.””
No wonder we’re in such a mess.

The reason why the fruit farms cannot recruit is that people in social housing cannot move for work especially temp work.
Donna July 7, 2023
I understand another reason is that Farmers get a subsidy to accommodate immigrant labour which doesn’t apply to Brits. I haven’t checked this out, so it may not be correct. Perhaps Sir John knows?
Frances July 7, 2023
no one can risk a park bench by leaving their social housing and no one can afford two rents.
Luca July 6, 2023
I would like to line them up David Davis, Steve Barclay, Lord Frost etc our great negotiators and ask them to please explain why they never thought to plan to avoid this terrible mess. If we had remained in the SM and CU we could have stayed in the Dublin Convention but no our great BS negotiators thought they knew best and now see the mess. Another report today is from a farmer short of field workers has not had one British worker, mot one in months, take up his offer of work and now he’s also having problems getting foreigners in because of the waiting periods and paperwork. Why are we still talking about this – by now were were promised that cheap food from our new trading partners would be flooding in – well I don’t see it.
rose July 8, 2023
If we had remained in the CU and SM we would not have left the EU. The Dublin Agreement was only observed by us and the Southern Irish. The root of the problem is the Schengen Area – which we and Southern Ireland did not join.
The Dutch government has just fallen over the problem of illegal immigration, despite being in the Schengen Area, the EU, the CU, the SM, and the Dublin Agreement. It also has the beloved PR and its allegedly more grown up government. Other similarly afflicted EU countries are unable to return illegal immigrants through the Dublin Agreement, for various reasons of non co-operation, but finally because in 2015, owing to the threefold law breaking of Frau Merkel, it broke down. Understandably.
The problem you describe of farmers not being able to get cheap labour on the same scale they were formerly, was dealt with eloquently by Sir John in the clip, if you would like to listen again.
We are not getting the cheaper food and goods we should be, despite being officially out of the protection racket, because we are still tied to it. We are still paying its external tariffs, still paying its taxes, and still keeping its restrictive rules and laws. Not one has been repealed. HMG has been more or less purged of Brexiteers and Brexit has not been completed. On the contrary it is going backwards. Yes, the remainiacs have made a real mess.
Original Richard July 6, 2023
Genuine asylum seekers would not be throwing away their ID as they would want to prove they were genuinely fleeing persecution.
So why does the Government not argue that the reason they want illegal immigrants to be sent to a third country, viz Rwanda, is BECAUSE they arrive with no ID and hence cannot be processed?
If the Rwanda plan is not feasible, because the Government refuses to enact the necessary legislation, then I suggest any illegal migrants without ID are towed immediately back to France just as I would be returned back to the UK if I attempted to enter any other country with no ID (or, for some, including a visa).
Mark B July 7, 2023

So the Tories are to fight against Kahnās ULEZ extensions in the by-elections – but they could clearly stop ULEZ now but Sunak chooses not too.

Thirteen years of Tory failure have shifted Britain radically to the Left
The cult of the NHS, the woke takeover, the return of socialism, eco-insanity: all are worse since 2010
ALLISTER HEATH today.
July 6, 2023

The big mistake made by the Conservatives, when they got the chance, was to not slash both taxes AND benefits. New Labour had made more than half of all adults some type of welfare-dependants. The Conservatives need to get that figure down to about 30%. Even Child Benefit should be tax allowance.

Denis what you write is all very confusing and couched too much in legalese also I don’t know what it’s got to do with JR’S talk on immigration? Please try again. Tks

The last line of my comment today:
“Which was called into question by a 2020 Supreme Court judgment but is being reaffirmed by Act of Parliament – a constitutional step which is relevant to any other undesirable court judgments.”
connects with this post last Friday:
https://johnredwoodsdiary.com/2023/06/30/illegal-migrants/
“So we now know the High Court and Lord Chief Justice support the Rwanda policy but two Appeal Court judges do not … The government should make what changes they need to the Rwanda scheme and introduce a short one clause bill next week and take it through all Commons stages making it the law in line with the original High Court judgement and ending further legal policy debates between judges.”

Stop the illegals from landing here. Nothing else will work and anything else will cost us (the taxpayers) another small fortune.
How much do we pay for the taxi services in the Channel? 24 hrs per day, 7 days per week.

Plus hotels, lawyers and endless others profiting from this new āindustryā. Hotel prices in the UK have doubled in the last couple of years to a disaster for tourism and another driver of inflation.

yep – once we take them onboard we accept responsibility and the French will refuse them back.
Turn them around in the dinghies, tell the French they are back in their waters, and we should move back 2 miles our side and wait..

The French hasn’t refused any immigrant back …..its just that we haven’t offered any

Tidying files threw up a reminder of this, from Thursday November 13 2003:
https://www.theguardian.com/politics/2003/nov/13/immigrationpolicy.immigration
“Blunkett: no UK immigration limit”

Be careful about using the argument of denuding other countries of their healthcare workers. I remember Nick Griffin saying the same and everyone condemned him as a racist.
It seems a fair argument to me though.

All gone to pot?
20 votes ( or so reported) against Bill in Lords.
So what will poor Sunak do now? If he gives a hoot that is!

The reason why the fruit farms cannot recruit is that people in social housing cannot move for work especially temp work.
July 7, 2023
I understand another reason is that Farmers get a subsidy to accommodate immigrant labour which doesn’t apply to Brits. I haven’t checked this out, so it may not be correct. Perhaps Sir John knows?
July 7, 2023
no one can risk a park bench by leaving their social housing and no one can afford two rents.
July 6, 2023
July 8, 2023
July 6, 2023

It was just a ‘planned’ waste of time to give the impression that something was being done when nothing was going to be done.
The Tory membership was tossed a little ‘Red Meat’ and they snapped it up. Fools.
