Better train services

I held a meeting this week with the Rail delivery Group about how to expand capacity and improve services on the railways.

I was restating the case for digital signalling, which can lead to running more trains safely on the same track. It also could enable better and faster broadband on trains for those using smartphones and travelling computers.

I asked if they could consider running some faster trains on the Reading-Waterloo line that stopped at fewer intermediate stations, when they added capacity to the line. This might entail more passing places along the route.

I also raised again the issue of making better use of railway property and keeping it in good order. I also asked for good co-operation on providing more bridge capacity over the railway lines, as the major east-west rail routes in our area create a substantial barrier to north-south traffic.

They said there was work in progress on more digital signalling and possible joint ventures with broadband provision alongside rail track. They also agreed there were more opportunities to develop and use rail property.

More seats on trains on Reading to Waterloo line

I have been told by South Western trains that they are responding to our lobbying for more seats at peak times on the Reading-Waterloo line. They are planning to run 10 carriage trains instead of the present 8 carriage trains on the following services:

Reading to Waterloo morning 06.12, 06.23, 06.42, 06.54, 07.12,07.24

Waterloo to Reading evening 16.05, 16.20, 16.35, 17.35, 17.50, 18.05, 18.35, 18.50

The new services start on December 10th

Autism and Mental Health Services

Autism is a condition which affects around 700,000 children and adults. It can also be associated with mental health disorders. I have been a keen supporter of the Government’s wish to do more to improve our mental health services.

The Government has made great strides with their Think Autism Strategy, and the accompanying statutory guidance. It sets out best-practice for providing high-quality care, and clarifies that local authorities and CCGs should work together to provide post-diagnostic services for people with autism and co-existing mental health problems.

I am aware that challenges still remain, particularly for young people who can be excluded from accessing mental health services because of their autism.
The Government wants to achieve “parity of esteem” between mental and physical health, in terms of access to services, quality of care and allocation of resources. The Secretary of State has promised that an extra £1.3bn will be spent annually on mental health services by 2021.

With this in mind I have written to the Secretary of State to ask him what can be done to provide autism specific mental health services. I shall post his reply when I receive it.

In the meantime I would ask any constituents who are having difficulties in obtaining services to contact me.

Winter Carnival

I enjoyed my visit to the Wokingham Winter Carnival this year. The works in the Town Centre meant we had the pleasure of a laser light show set to music to replace the normal parade of carnival floats. The lasers conjured us Father Christmas, reindeers, presents, and much else that define the start of the Christmas season.

I was grateful to the St Sebastian’s brass band for playing to us and accompanying the carols. The Mini Mayor officially switched on the lights. During the day there had been plenty of good music from local bands and singers.

Well done to all who managed and participated in a great event. The organisers adapted well to the temporary disruption of the town centre by the renewal works.

Animal Welfare

I am aware that there have been a number of misconceptions perpetrated by the media about last week’s vote. As I strongly support higher standards of animal welfare I am pleased that the Government has explained current policy and how it is improving animal welfare standards without EU input and beyond the scope of Article 13.

Please find below the letter the Secretary of State for the Environment, Food and Rural Affairs, which sets out the Government’s position.

Dear colleague,

This Government is committed to the very highest standards of animal welfare. As the Prime Minister set out yesterday, we will make the United Kingdom a world leader in the care and protection of animals.

Some voices have suggested that the vote last week on New Clause 30 of the EU Withdrawal Bill somehow signalled a weakening in the protection of animals. That is plain wrong. Voting against the amendment was not a vote against the idea that animals are sentient and feel pain. That is a ridiculous misconception.

Ministers explained on the floor of the house last week that this Government’s policies on animal welfare are driven by our recognition that animals are indeed sentient beings and we are acting energetically to reduce the risk of harm to animals – whether on farms or in the wild. Last week’s vote was simply the rejection of a faulty amendment, which would not have achieved its stated aims of providing appropriate protection for animals.

And at Prime Minister’s Questions yesterday, the Prime Minister made it crystal clear that we will strengthen our animal welfare rules. This government will ensure that any necessary changes required to UK law are made in a properly rigorous and comprehensive way to ensure animal sentience is recognised after we leave the EU. The Withdrawal Bill is not the right place to address this, however we are considering the right legislative vehicle.

We are already proposing primary legislation to increase maximum sentences for animal cruelty from six months to five years, and the creation of a new statutory, independent body to uphold environmental standards.

The truth is that the current EU instrument – Article 13 – has not delivered the progress we want to see. It does not have direct effect in law – in practice its effect is unclear and it has failed to prevent practices across the EU which are cruel and painful to animals.

In contrast, here in the UK, we are improving animal welfare standards without EU input and beyond the scope of Article 13. We are making CCTV mandatory in all slaughterhouses – a requirement which goes above and beyond any EU rule. We will consult on draft legislation to jail animal abusers for up to five years – more than almost every other European nation. We propose combatting elephant poaching with a ban on the ivory trade which is more comprehensive than anywhere else in Europe. Our ban on microbeads which harm marine animals has been welcomed by Greenpeace as “the strongest in the world”, and is certainly the strongest in Europe.

Once we have left the EU there is even more we could do. EU rules prevent us from restricting or banning the live export of animals for slaughter. EU rules also restrict us from cracking down on puppy smuggling or banning the import of puppies under 6 months. Article 13 has not stopped any of these practices – but leaving the EU gives us the chance to do much better. We hope to say more in these areas next year.

Universal credit to be improved

In the  Budget  the Chancellor announced:

  • the removal of the 7 waiting days before a claimant can apply for Universal Credit
  • significant improvements to the advance payments system – including increasing the amount available so someone can receive a full month’s claim within five days.
  • Any new Universal Credit claimant in receipt of Housing Benefit  will continue to receive it for two weeks.

These are welcome improvements to the system. I had made representations to Ministers along with others on how to make it easier for people first applying for Universal Credit, and am glad the government has listened and responded well.

First time buyers in Wokingham to be spared Stamp Duty

The Chancellor announced in his budget that most first time buyers will be exempt from Stamp Duty. Anyone buying a home under £300,000 will pay nothing. Anyone buying a home up to £500,000 will pay no duty on the first £300,000.

This is welcome news in the Wokingham constituency, where house prices are high and it is difficult for first time buyers to get together both the money for the deposit and the Stamp Duty on purchase.

Planning for Wokingham Borough

Before the election I was asked about my attitude to the possible construction of more homes in Grazeley when Wokingham next needs to find new areas for development after completing the four large areas currently underway.

I said I would want to know what investment would be needed in schools, surgeries, roads and other public facilities and how these would be paid for. I would also want some reassurance that making a plan around one main development for the  next plan period would not leave us vulnerable to landowners and developers persuading Planning Inspectors to grant them additional planning permission elsewhere in the Borough. The Council may wish to concentrate the growth in one major new settlement but needs to know this will not be overturned.

I have been in discussions with Councillors and Ministers about these issues since the election. This post is to confirm that so far I have  not seen details on how either of these two matters would be resolved, so I am still pressing for more information. There is no great urgency, as there are still many planning permissions outstanding for the current plan period, where the Council has identified where it wishes the new homes to go. I remain open minded over how many homes could be accommodated in our area in the next plan period, and where they might best be delivered. I am  very conscious of the strains placed on all our infrastructure by the pace of building under the current plan.

I will be supporting the Council on appeal where developers are trying to secure permissions outside the approved places under the current plan and where the Council asks for my assistance.

Controlling development in Wokingham

Yesterday I attended a meeting with the Secretary of State for Communities and local government with the Leader and Deputy Leader of Wokingham Borough Council.

We explained to the Minister how Wokingham had identified four major sites for housing development, and how the Council was seeking to put in the new schools, roads and other public facilities they require. Whilst the construction  work is underway it disruptive to the local community, but not as disruptive as having more smaller sites all over the Borough. The idea of the local plan is to concentrate the developments, creating new communities and providing them with the necessary facilities.

In return for making its contribution to the national housing effort, the Council needs government Inspectors to turn down appeals for planning permissions in addition to the large new settlements already agreed. Public budgets will not stretch to even more infrastructure to service yet more diverse new settlements and housing additions. Our road network is already overstretched, and we have needed to put new schools in at speed to keep pace with pupil demand. The aim should be to encourage a decent pace of development and completion, to reduce the period of disruption and to hit the housing targets of the plan.

The government is concerned about these matters and has agreed to work with the Council to see what can be done.

Wokingham Choral Society on Saturday 11th November

I attended the Choral Society’s Remembrance programme of music and readings held at All Saints Church on Saturday night.

The singing was wonderful, with a particularly moving and powerful rendition of part of the Mass for Peace, the Armed Man. The choir allowed the Sanctus to ring out sonorously.

I would like to thank all involved in organising and producing such a great event on the eve of Remembrance Sunday.
